Tabac and Old Spice are quite popular in this site. They are relatively cheap, and the scent is very nice (although that is very personal matter).
Old Spice and Blue Stratos are my favorites. Their scent remind me of the days when i didn't have anything yet to shave off and always watched old guys doing their shaving rituals with DE's, straights, aftershaves and all.
I'd like to recommend this one.Old timey scent,face tightening astringent properties,readily available in most drugstores, and cheap, around $7 usually.It's one of my favorites despite it's cheapness.
Are you looking for a splash or a balm? Also there is two ways to think about budget: there is cheap now, but doesn't last long; there is a little more now, but lasts longer. I personally made my own splashes, bought my balms from Alraz (and they will last a long time) and my favorite cologne is also from Alraz.

I just want to put in a plug for Nivea ASB. It's cheap ($6) works great, lasts a long time, and you can find it pretty much everywhere. It is not fancy, but it is good for my very sensitive, non leather-neck skin.

Clubman Pinaud's, Bay Rum is also a good buy at about the same price as the regular. Much more caustic on irritated skin than many I've used however.
How about Floid the Italian blue stuff? It comes in a 400ml. glass bottle and the menthol don't half give a refreshing tingle in the morning.You can also get Pinaud Clubman in a plastic bottle in 400ml. size.Can't remember where I got mine it was quite a while ago.
The C.O. Bigelow line of after shave balms are $10, and the colognes are $19.50.
Bath and Bodyworks carry C.O. Bigelow products, although not the balms anymore.

seems no one has mentioned witch hazel.. the original aftershave splash.. not sure if it gets any more inexpensive than that..
Don't forget Aqua Velva (Blue). Many SRP members like it as well as the Pinaud Clubman.
For a bay rum, that's "just" bay rum, at $5.50 Gabels is nice. I also like that the scent tames down pretty quick. Having the scent fade away is a good thing when going to work. I also like the barber shop, industrial bottle it comes in.
Clubman bay rum as noted is also inexpensive, and it is long lasting. Although to me I also smell a lot of cinnamon and clove in it. That's ok, when you want it, but I do like Gabels for simple bay rum.
Jeris Osage Rub Astringent at $4.40 is a hugely strong menthol that needs to be tried if for no other reason than for the experience having your face and hands going cold and numb after putting it on.
For very tight budget, appletonbarbersupply.com also has Masters 1oz bottles at 90 cents. I'm not a fan of Masters, but the Blue is kinda like Aqua Velva. Island Breeze I would also give a luke warm ok.
