Looks like it’s a slight misstamp of Paine & Simpson.
They had an outfit in London for decades at 29 High-street, which now appears to be a Barclay’s.
Over the years they were listed variously as comb-makers, hardwaremen and cutlers.
It’s only the oldest listing I saw that says they were cutlers, that was from 1814, which is about right for the razor.

looks like
Alfred Simpson was of the same clan and worked for them later on.
There are a goodly number of search hits on a wide variety of items that probably all went through their shop, but I feel pretty confident in the ID.
