Welcome to SRP,
The Harris Goar Manufacturing Co. was founded around 1905 by P. Stephen Harris and J. Elmer Goar. It was originally a wholesale jewelry manufacturer in Kansas City, MO but later developed into a chain of department stores in MO, Kansas and Nebraska. that said your razor is more then likely a import from Germany made for them.

I found one for 35 dollars at an antique shop. Worth buying it and having it honed?Attachment 139438
Sorry, SRP has a rule against valuation. As far as the condition of the razor, it seems to be free of rust on the blade, no cracks or chips are noticeable at the distance of the picture, and not overly honed improperly. So it will probably sharpen and shave for you.
Against conventional wisdom I bought my frst razor at a flea market, rubbed out the stains, honed through a carbon spot nick on the edge and polished it up nice. I sent it out for honing so I'd know what "right" was. By the time I was done I had a serviceable razor that probably cost a bit more than it was worth. So what? It was my first razor and $10 one way or the other won't change the universe. I shaved with it this morning - love it.
Get it! Send it out for honing and commence to shaving.
