If it had to be from that list it would be the wacker. If it were my $400 I would hang on to it until something unusual that i just had to have came up, but then again I'm just weird.
I would save my $400 up and get one from one of the guys on the site here. JMHO
That's a good budget to work with offering lots of options.
Funny you would mention the Heljestrand. we were just looking at one on another thread "Another eBay for your consideration".
But you would have to add nearly $800 more to purchase it.
I think I would go with Ralf Aust, quality, class, reputation and I especially like the name.
Ralph
I would take this:
straight razor for all requirements - BOKER Solingen, Germany
And go for a drink with friends with the saving
For that much I would get a custom handmade razor.
I'm not sure, are the SRP razors all taken? That would be something for you to look into as its a top notch razor for the $$$$

Not to diminish any of their work because I think it's absolutely incredible but I prefer the choices I stated above to add to my collection

I like the Hart Steel, and take the extra to commission some custom scales or a custom brush to go with it.
I would get a E-Bay or Antique shop razor razor of my choice, some wood to make scales.
Take it to the buffer and hones and be happy with the $ I saved and FINALLY get a CHOSERA 1000K STONE.
That is just me though...
I'm really only looking at those in the original post... I own 20-30 vintage razors... Trying to add some more modern production razors to the mix
I would purchase a new Revisor....like this one:

If I could find one of these in the states....I would buy one myself!!
Merry Christmas Everyone!!
you can find that razor here!!

I added up some of my razors to see what you can get with a $400 budget. Great vintage razors all for less than your budget. Simple choice for me! You don't need to spend a bunch of money to get high quality razors. All except one razor was found on Ebay. :D
In general I believe I'm pretty skeptical when a bandwagon forms about the hot item of the month. That being said, I have never felt an edge like my Filarmonica. Now there are obviously a lot of variables in this (how many I've owned, skill set, grind, who honed it etc), but trying to compare apples to apples in what I've owned, nothing yet compares to that Filly. Just feels silky smooth. That'd be my vote!
Oh. For new production I really really like my Ralf Aust...
Well I would like to point you in the direction of a vintage NOS Japanese western style razor, it's a little more cost than the $400 dollar budget you have but I honestly think it's worth it, I have this very same razor, and I also own or have owned the razors you are thinking of buying, and I would give my endorsement.

I have each of those razors, except for the Hart:
Wacker - in production, you can wait a little while
Filly - getting more popular by the day. 400 is close for a mint version
Helj - pricing is too astronomical due to popularity
Dorko - rare in my experience. Can get mint for a little more than 400
I love each of these brands and will never let them go. I think you should go for the mint that is close to your budget before they're harder to find. Trends come and go on brands. But a mint Filly or Dorko will always be my favorites in my collection.
I also adore every one of my mint C-Mon's.
Ha!
Well, I think everyone here is just trying to say there is a lot of good value out there for less money. And they are right.
BUT:
You want one of these choices, right? Why else would you list them?
I love my Wacker. Came shave ready. A Dorko by Wacker sounds like peanut butter and chocolate.
You want to spend the money. It's a gift to yourself, so it's worth it.
With the list you want to choose from, you can't go wrong unless you buy from a disreputable seller.

Decided that I have way too many classic style razors with the gold wash and all that... I have vintage, large and small but I don't have a modern style razor..
I just bought a hart steel 7/8 satin with a flat point
I feel like that's the right decision and it comes 100 under budget so I can afford that heljestrand 31 I've been wanting
I spent my Christmas money on a Hart Steel 7/8 - went with the black resin scales. Ordered it Thursday, waiting patiently for an email that says it shipped.........
