I have a beautiful razor with a crudy dirty blade. The blade face is goldwashed. I have always cleaned and polished around the gold which yields a very funny looking blade. Maas would rub it right off.
Soaking in soapy water hasn't helped much.
Any suggestions?

I'd say rub off the gold wash or live with the rust but let's wait for Joe to chime in before taking any drastic action/inaction.

Yes those gold washed razors are real purdy looking when they are new and they make great display razors but when they get old and start to get rust on them they are impossible to clean off and still preserve the gold.
Personally I think a working razor shouldn't have any decoration on it. What I've done is, try some Simichrome. If your careful and don't rub too hard you will preserve most of the gold wash, but not all. Of course if the rust or tarnish is major league you might as well kiss the gold goodbye.

No charge unless I have to do a lot of polishing,or a re-grind.I use a nickle undercoat,and then an 18KT gold plate (thicker and more durable than a wash)I can also do Black Hills gold(yellower in color )These finishes are electro plated,and are much more durable than gold wash,or the gold leaf used on most razors.I will also vapor blast the pivot hole and nickle plate so it wont rust at the pivot area the nickle goes on around .006"thick so should last your lifetime(If your old like me)
