Nice! An old regrind from a wedge as is evidenced by the double-stabilizer. Should make a killer shaver!
The blade cleaned up nice. I just need to decide on scale material and find some time to get it done.
TBH, epoxy can be had which dries in a similar hue. Complete disassembly, repairs, and assembly would benefit both blade and scales and keep it all-original. JMO
I did not even consider repairing the scales. They are in really bad shape, it looks like an insect of some sort ate most of one side. The back side scale in the picture is in several pieces. It is something to consider trying.
Sort of easy to do, yet time-consuming. Cleaning and scuffing of the horn scales, Propping-up and supporting scale halves and applying epoxy and allowing to cure well. Sand and apply again, repeat until done! Polish, oil, etc till shiny.
You can do it. All hand-work!

I did a very lite clean up on the blade, and made some new horn scales from a powder horn I made when I was a kid. So here it is....
