Hi, the one with the Black Scales is a Razor made by a member of the famous Hammesfahr Family in Solingen, the Razors of Gottlieb Hammesfahr are more common but you can be sure that also the Razors of the other Family Members are well made and will give you good Shaves.
The Second one is an export Version of the "Weltmeister" Razor, made by Otto Busch in Solingen, also a very good Razor although your one will loose a bit of its performance because of the hone wear, but it still will be a good Razor :-)

When they were build is a good question, maybe 20s-early 1950s, the Worldmaster could be a bit younger because of the Plastic Scales but not younger than the 1970s because later Solingen Razors used in most times the modern Pins like Boker, Dovo etc. today use. The Hammesfahr Scales seem made of Celluloid to me (look to the harder broken edges and the shine on it in comparison to the Worldmaster), i think 1930s would be a good anchor buts thats only my opinion it could also be that im totally wrong with this dating.
