I was unable to find the marque but the scales appear French. New Orleans is a very French town.

Not familiar with that bird trademark, as Richard (Geezer)said the scales look very french, but the blade is definitely German. That said the brothers Richard & Earnest Herfarth were in business in Louisiana from 1986 to 1931,so anyways you have a timeline for your razor.
I did come across some other razors with their business name with the Henckles logo. Definately a high quality German razor.

The only bird stamping that comes to mind is the one Robert Klaas used but that was the 2 bird "kissing cranes".
