The stampings indicate, to me anyway, that the first razor was sold by a retailer in Munich Germany by the name of R Rauck and the second one was sold through the Pavian Cutlery Company (P-C-CO) ST Paul MN. They are store brand SRs probably good quality.
A quick net search turned up this Swayback Jack - Pavian Cutlery, St. Paul Minn. 1906-1926 .

My book shows Pavian Cutlery Co 1907-1920. Louis Pavian was owner & a wholesaler of cutlery, silverware & clocks in St. Paul, Minn.
I can't find any info on the M Rauck but it is of good quality if it is from Germany or Bavaria which is my guess. When I Google Munchen, it comes up the same as Munich.
