High quality metal polish (Blue Magic etc) should take that off. The real question is, why is it doing that in the first place?
Be careful around the etching on the blade so the polish does not remove it.

I really hate to say this but if you remove all the rust the etching is toast. The razor looks great other than that. Should be a nice shaver. Good luck.
If you try a more 'gentle' metal polish, such as Flitz, Semichrome, or Wenol, it might not hurt the etching too badly, if at all. I've had good luck with them that way, but they won't just wipe the rust off easily. Lots of elbow grease and paper towels. :gl:
Along with a mild polish, I wonder if some mild steel wool would help... Avoiding the etching of course!
After a carful think and a lot of hard work rubbing, she has come up great!
The laser etching is really really deep! Every thing about this razor looks and feels pure quality!

From the photo the rust is well into the top portion of etching or lettering. If there is no pitting then the rust might wear off with penetrating oil like WD40 and rubbing with a soft cotton cloth. any abrasive will remove some of the lettering it's just a matter of how much.
