French.....
They are both on equal footing Solingen or Sheffield both make great razors anything pre 1890s then Sheffield definitely make the best stuff, personally my preference would be Japanese. :D
Don't forget Spanish . They are all wonderful shavers .
Don't forget Swedish, American and French made razors either. I don't have any Japanese made razors, should cure that sometime, but have razors from 6 different countries and all seem to shave well if you can put an edge on them. ;)

I really like American steel. But they all take great edges.
I love the feel of a old Wade & Butcher myself BUT I think the quality of German razors is better in general. Like others have said, American, French & Swedish razors are also great. I have found that older English razors have more problems to fix than the others. The thing is after some work on the spine, most any razor can be made to shave great unless the steel is just garbage. I am working on a old 11/16" Robinson that is just a pleasure to work on & shave with.
That said my sharpest razor is a German made IMP but I am having a hard time getting a comfortable shave from it. It almost seems TO sharp. They are all different that is for sure but as far as which one is better, it's up to you.
