Other than it being a faux frameback, I can't help much. It is not a name I recognize.

Your razor is in very nice shape and should clean up easily.
Faux framebacks are really nice shavers.

Welcome to the forum. At a guess your razor is French made by or sold by Herou of Brest France. Looks to be in great shape and should clean up nicely. Probably it will turn out to be a good shaver too.
Hopefully some of our French member will be chiming in shortly.

No production in Brest, so, my best guess looking at the scales would be Thiers. Probably 1870/1880
If I had to hazard a guess, I'd say IC Vincent but absolutely no way to be sure, so I'm talking out of my ass here.
At the time this would have been considered a high end razor : Grinding such a blade asked for a lot of skills since it meant going along the blade rather than across.
Still they were not favored much because, contrary to the current taste, people at the time didn't like to hear the sound of the blade. These razors were therefore dubbed "rattlers".
It's a nice find, which once correctly honed should shave beautifully
Kraeff,welcome to the forum, thats a beautiful razor for sure.As many others mentioned this razor is french, furthermore it was made by Louis Herou born in Brest, France in 1819.In 1854 he was granted a patent for some surgical tool.
