Can't help you with No.2 since I never shaved with a Wacker but the fili 14 is a spectacular shaver.
Look often, be patient and you might land one for a good price.
Griffith shaving has beautiful 7/8 Wackers.

Condition is everything when it comes to straight razors. I rather have a mint Wacker than a not so mint Filarmonica.
Most 7/8 razors that are well made and full hollow will shave very similarly. I have several type 14 razors from various manufacturers and they are just as good as Filarmonicas.
Wacker and Filarmonica: both are great shavers. It is a matter of personal preference whatever you will like most.
Wackers are current production, Filies are no longer made and therefore part of their price is collectors' value. Same applies to other vintage 7/8 or 8/8 razors. Few were made at the time as most shavers used to prefer 5/8 or 6/8. Bigger is better seems to be the current trend.

I would go for a Japanese something like a Tanifuji , or A Hollow Heljestrand.
On the Riga , they are nicely done but tend to be heavy grinds, great if you like those.
