"Keeper" — those square-tipped C-MON "Blackies" are wicked sharp. Might be that the hone wear was done to blunt it and make it more "shave-ready".
So many possible terms.
From your pictures that looks to me like a shaver and with my modest collection that would be a keeper.
Certainly could be cleaned up a bit and therefore considered maybe a restore if you were so inclined.

I'd say a keeper. For me a restore (to resell at least) has to look almost NOS. Not to dog out your razor but it does have enough hone wear to make it hard to hide with restoration. Not hide to mean to defraud but just to make it look like new....if that made any sense. It's a narrow distinction I guess.
it is the amount of hone wear that bothers me. But, I am comparing it to my other "Keepers" which have either minimal or no, hone wear.
I have to be this fussy otherwise I will end up with far too many straight razors.

Otherwise you should do a total restauration, means a regrind of the blade to thin out the lower part to the edge, eliminate the hone wear especially on the spine. That would make it look like new - but it is an old blade that didn't need to be ashamed of its scars!

A quicky, IMO.
I mean, give it a cleaning, hone it up, see how it shaves. Then choose.
Nice looking scales. Blade honed to a taper, maybe from riding the shoulder? Great user grade razor. If you have another C-Mon blade in more pristine condition but that has sketchy scales, you might remember that you have that very nice pair on this blade, and swap them.
That's a great razor, will hone up great and shave great. Well, you know that, of course. Making it look factory fresh would be a lot of work. It could be done but I would just hone it and shave. Keep it or sell it shave-ready or gift it to a deserving noob that you have taken a special interest in mentoring.
