I like it my first 15/16 size razor. I paid more for the shipping than the razor.
Probably a long shot but how many years after 1871 when it became Joseph Rodgers and Sons did they manufacture celebrated india steel products? I know it is almost impossible to date antique SR'S, but I like to try anyways.
With a lot of TLC, that razor may turn into a keeper. Nice and slow!

I think the scales are red horn. Is there any other scale material that would be red and some what translucent when you put light behind it?
Yes, yes there are some materials "that would be red and some what translucent".
A lot of them actually, ranging from bakelite to tortoise.
But in your case, it's safe to assume it's horn, as you correctly identified it. It looks a lot like your other scales we identified as horn earlier.
Look like horn to me too. See the grain in them? Horn can have a red tinge or red streaks but it is also sometimes dyed. Streaked horn must have been considered of poor quality then because I have stripped dyed horn more than once and found beautiful honey horn underneath with what I consider lovely streaks in it.
