I think that you answered the question yourself. If the people seller does not know what shave ready means, most likely the razor would have to be honed (in addition to any minor restoration that it needs). You may want to either send the razor to a honemeister or try to hone it yourself. Since you have 2 other razors, which I gather were honed by a real honemeister (please correct me if I am wrong), you already know what a sharp razor should feel like. If you are interested in the honing, these may be a good razors to start practicing honing, as long as the blades do not have any other problem s(which is almost never the case with razors from ebay). Probably your best way to go for reasonable priced razors in shave ready condition is hte classified section.
