Definitely do not buy it if you can't hone out the chip yourself. Its not a $20 fix. All honemeisters will charge you extra for that chip. And for good reason. Chips take a lot of time, add another $10-20 to that $20 honing charge and thats about what it'll cost to get it shave ready. That does not even take into account the polishing and cleaning the blade will require. $45 may get it restored by a semi professional. So your looking at minimum $65 razor just to get it shave ready.
