Do Puma's have black spots?

I've noticed recently that my superb Puma 6/8 Friseur Freund No. 1 has acquired some weird and quite suspicious spots on it. Today I took the liberty of taking a few close-up pics (I know, they're not the best) in the hope that someone can take a look here and offer some advice.
I'd like to know if there is a way I can get rid of these marks, which are black in colour. I got this razor from someone on these forums and it was in mint condition. That was a couple (??) of years ago and the marks have only just appeared. I've tried rubbing them off with my finger, using soap and most recently using pure alcohol, all to no avail.
So, any ideas what they are and how can I remove them? Thanks for any advice - it would be most appreciated.
