Very difficult to say, the number of Smith's in England at that time is very great. First letter, may be"F"?
Is there a stamp near CO?

Im not sure, I dont actually have it in my hands yet, but it looks like a makers mark, I looked thru a pdf of makers and there marks nothing matched but when I get the razor cleaned up abit Ill see about the stamp at the end
