Absolutely not. May I ask where you got this notion from?
Not an accurate test as the positive AHT can mean either result,,,
A razor at bevel sharpness 1k grit will pop arm hairs and a shave ready razor will too... BUT a bevel set 1k edge will not shave... This is why we always use a shave test as a shave ready test...

the razor in ouestion says landell on the tang and has the famed thistle razor etched on the blade.

I take it you have this razor on hand? If so give it a shave test. It you like the shave it's shave ready. If it tugs and/or hurts when you shave, guess what.

The way I look at it if a razor shaves the hairs off your arm effortlessly there is a possibility it may be shave ready or near shave ready or it may be far away. If it doesn't shave the hairs off it's far far from shave ready. So anotherwords it's not a reliable test.
