Could be the water in your area. I get those if I'm not careful. Metal polish such as Semichrome, Maas, Flitz will generally remove them. It will remove gold wash too so be careful if that is an issue. After shaving I rinse the blade, wipe with a tissue, strop 20 on leather and then wipe with a silicone gun cloth. That usually keeps them looking good for me. If you want to avoid nicks read my sig line and do what the old barber taught me.
Be careful how you treat people on your way up, you may meet them again on your way back down.

As Jimmy said, the first thing you need to do after shaving is make sure the razor is clean and dry (yours look like classic waterspots to me). If you get the scales wet during the shave, make sure you get those totally dry as well; I prefer not to even get the scales wet in the first place. Second is protecting against environmental factors such as humidity; the gun cloth or mineral oil or something of that nature will handle that. Humidity might just be starting to come into play in NYC; as a native to the area I know how brutal the summers can get.

Welcome to the world of high carbon steel. When I finish shaving, I rinse the blade, then wipe it with a towel, then run it under straight hot water for 30 or so seconds. Then wipe it off again and set it aside while open to air dry while I rinse off my face. The hot water will warm the blade, any residual moisture will evaporate right off a hot blade where as a cold blade with a tiny water drop on it will hold that drop for quite some time, and wala, spots.
