Does anyone know what this is?

My friend Mike inherited this razor, and we are both wondering exactly what it is. If anyone can ID it, that would be wonderful. Thanks - Jim

It's Valet SE razor from 1920s.

Thanks for the photos -- I can probably use those instructions with my Feather "self-strop" SE razor.
