if honed right it should shave just fine as any Solingen really.
So it's prob not worth spending a lot of money on it then
In a situation such as yours, if I didn't know whether a razor I was looking at was worth the asking price, I would look on ebay 'completed items' for the same brand. If I didn' t find one there I would compare the asked price to new Solingen razors of a similar size, grind and quality. The usual vendors have both current and NOS Solingens for sale on their websites. I've got a vintage Herder that came to me used and it is an excellent shaver.
Thanks just never used a herder haven't really seen them on the sites gut feeling tells me it's reasonable
I bought a Seehund from the guy who is selling those NOS (assuming there's just one); it's very good and his service was rapid. At the time I bought none of the razors he was advertising stated they were shave ready, mine however was pretty close but not quite as sharp as I like and did benefit from honing.
I have 3 NOS Herders I bought some years ago. They are excellent razors, above average Solingen quality IMHO. OTOH equally good and better razors are to be had for under 100 USD in the classifieds and on the bay. The qualification NOS easily doubles the asking price. As soon as you start using it it no longer is NOS.
