Pictures show Filarmonica scales, tang has brands C-Mon and Filarmonica on it. To me this suggersts the razor is a Filarmonica resold by or on behalf of C-Mon.

My understanding of the Brand
Carl Monkhouse made the razors originally in Germany, they were sold through Peter J Michaels in NY
Monkhouse later moved to NY and sold the razors without a Distributor...
The C-MON name was then sold, and was used, and is still used today, that is the short story as I understand it. perhaps someone like Alex/Manah can fill in the details

But there is no detailed history of this company.
So, I'll try combine some facts from different sources.
At the beginning of 20th century, the Carl Monkhouse company was in Solingen.
Since 1914, Carl Monkhouse sold the razors through Peter J. Mechels( or Michaels). In 1915, Peter J. Mechels had the import agency at 7 Foxall Street, New York City.
In 1923, at 1853-1859 Catalpa Avenue, and in the 1950's they were in Brooklyn.
During 1920-1937, Carl Monkhouse and the company moved to Albany N.Y.
In 1950's they were in Ellicottville, N.Y.
So, all information about the brand stoped at 1955.
And now, we have Reblade Manufacturing CO(a private company which is listed under sharpening service).

My opinion, now it's a trademark for rent. Any company can pay and use it.
