Just one this on the bay and got notice it shipped today (FAST!). Can anyone tell by the pics the scale material and if they look savable? I know W&B is a good shaver but does it look like I did ok at under $35.00?

I wouldn't worry about cell rot as those appear to be horn scales to me. Cell rot is the natural breakdown of gasses in celluloid material. It can rust a blade quickly and severely.
A little cleaning and polishing and those scales should shine up nice.:) By the way, great score on the W&B Celebrated. Mine is one of my best shavers.
Just what I was hoping to hear, thank you! I'm trying to decide if I should send it out or do it myself. Some of that will be dictated by the actual condition when it gets here (of course), but assuming the scales are solid, my biggest concern if I try hand sanding the blade is I dont want to lose the etching. It looks pretty shallow already.
Looks like a good score in horn. As long as the scales aren't broken they are serviceable. Some horn becomes brittle as it dries out. Several light coats w/ Neatsfoot oil and they should be cleaner and a bit less brittle. With a little bit of buffing they should shine nicely after the Neats get's absorbed. Good luck.
Personally, my suggestion would be to send it out if you haven't restored any razors before. Get a couple of cheap,near junk razors and practice your techniques first. A lot of bad things can happen during the restoration process and I'd hate to see anything happen to such a wonderful blade.
Gotta agree with Theseus here. Those horn scales are unique, and very old. I'd send it out to someone who knows some tricks, and pay just a little more to get a superb and unique shaver.
