How DO you hone a smiling blade? I found a Frederick Fenney (that oddly isn't a Tally-Ho) that needs obvious cleaning etc. and I have no clue how to hone it. I actually have yet to hone any blade, but finally got my Norton's.

Same way you get to Carnegie Hall. Practice Practice Practice!
If you are new to honing, I would send it out and let somebody with some experience tackle it.
most valuable tool is technique, with the rolling X stroke being one of the better. Or a good hand with a slimmer hone.
