Let's see ... defined shank but still with a bit of a taper ... bit of a tail but not too much ... straight scales ... ballpark maybe 1810 - 1830
Note: this assessment is worth what it cost you and I could be COMPLETELY off.
I've got the same razor (but with new scales) and I've always thought of it as around 1820.
W&B opened shop around 1818 si it can't be before that. I'd place it inbetween 1818 and 1830, possibly towards the earlier part of the period. It sure is pretty :)
W&B started, as mentioned above around 1818.
The shape of the tail looks like itīs from 1810-1835.
Itīs hard to se but if there are some jimps at the tang, it dates this knife later than 1820.
Around 1830 the scales became more bow shaped.
To sum up, I believe str8fencer already gave you the answer :)
