found this...what is it?

hello guys. i was helping my nieghbor clean out his garage and came across a few of these. some are in the little cases, some are not. but they all have that sterling silver tarnish on them. i polished one or two of them but there isnt any sterling markings on them. i looked everywhere and came up empty on all accounts. i figure, someone here HAS to know.
the name on it says "Setra" and they are german made. i figure its some type of shavette or hair cutter/trimmer but are they worth anything? theyre so small. are they silver? any info would be awesome.

Looks like a hair trimmer. Very much doubt it's silver. Can't do a valuation, they're not allowed, check ebay for similar sales.
