Well, it is a Twinworks razor. This means for export in general. I expect it is in reference to Cosmopolitan!
"Kos-mo". A sales deal.
I had a Kos-Mo just like that, same scales, and the scales had bad cell rot. The celluloid breaks down into a vapor of either acetic or nitric acid, depending on the celluloid type. It trashed the blade. That spot near the heel looks like the same thing starting... I recommend that you get that blade out of those scales and throw them away. If you have other celluloid scales that have been stored near these, keep a close eye on them too, since the acid vapors can induce rot in celluloid nearby.
Sorry to tell you bad news. Give the blade a polish with some Flitz or other compound, then keep it oiled.
