From some quick google magic, "VR" indicates that it would date between 1837 to 1901.
If there are any experts that say otherwise, you should probably listen to them instead.
1837 to Jan 1901 is correct by my search. I am no expert, but I do know that the VR is for Victoria's Reign. My guess by the style and size if the blade to be in the 1860's to 1880's???

I'm thinking a bit earlier, maybe 1840's-1850's. Can't recall off the top of feeble mind when most cutlers were required, asked, or just started to put the name of the city of manufacture on their blades. I know the McKinley Tariff Act of 1891 required a country of manufacture to marked on goods imported into the US and that doesn't apply with that razor by a long shot, but as to the other, I just can't recall.
