That is the real deal, it may be a souvenir but it also is a proper shaver. "Acier" is french for steel so I believe it is carbon steel not stainless or it would have been marked as Martin says with "Stainless" or "Inox". Germans are very particular that things are properly labeled. I am also going to guess that Aachen was in the French Zone of Occupation after WWII so the use of a French word in the stamping would be quite natural for that period. Bohler steel is inferior to nothing and equal to the best produced in other areas. Not a thing wrong with that blade I am afraid.
