My brother gave me a Krieger Straight razor for Christmas. It doesn't have an edge. I am wondering if it would be worth my to attempt to hone it, or worth the money for me to have it honed. I have read mixed reviews about this razor.

Unfortunately that knife will not take a shaving edge. Some of the top honers have tried in the past to put a shaving edge on that knife with no success.
If you are really interested in straight shaving check out the classifieds here and whippeddog.com to get started for a reasonable price. You will also need a strop and shave soap with a brush is a good idea.
They're junk I'm afraid with regards to being able to shave with them. It's a decorator piece or a letter opener at best.
Welcome to SRP. Yes, unfortunately the Krieger "razors" are on the list of brands to avoid. It's a good thing you asked here before shredding your face with it and wasting time to try and hone it. If you're really interested in shaving with a straight razor, check out the classifieds or the vendors here for quality and shave ready razor. If you're going to hunt for razors in the wild, please read the "Library/wiki" article on razors to avoid before spending any money. Hope you stick with it and post any other questions you have.
Thanks for the help guys. I have read some things on here about people buying cheaper off brand straight razors. They said you have to know what to look for before purchasing a cheap razor at places like flea markets or ebay. What are things to look for? The main reason for me buying a cheap razor is to practice honing, but I don't want to buy a cheap razor that will not hone, or that will shread my face if I can hone it.
Go to the classifieds here @ SRP and find a quality razor at an affordable price.
If you already use a sr and are comfortable the idea of getting low cost razors to hone is good. I suggest reading some threads in the auction forum. They talk a lot about what to look for in there and on occasion some one will post pics and guys will break down what is good and bad about that razor.
