Looking at the different brands and prices...is there a major difference in the newer razors as far as quality of the razors themselves, and the quality of the shave that they provide?
That's a very broad question, Kitulu. Some of the new brands can be compared to good vintage razors & vice-versa. If you give us examples of brands that interest you, we can better help you.
Quality of the shave is dependent upon so many things, other than just the brand of the razor.
I know this did not help much, but study the library section, then give us specifics that you need help with.

Four Thiers Issard, three of which are collectors editions. All have various levels of flaws, two were shave ready, one might as well have been a butter knife. That said, with honing, all are excellent shavers, hold an edge very well, and have features the other new manufacturers don't offer. Number five and six are leaving the UK, to me, Friday.
One Wacker. Poorest craftsmanship I have seen. International mail order bad learning experience. Not shave ready even though honed by vendor who is a hone master? After some work at my hand, is an excellent performing razor.
My experiences do not follow what I see reported on line so YMMV.
In the end all my straights give great shaves so, while you might have issues to address on receipt, they all produce blades that will do the job well.
