What is the handle made out of? got a pic?
Turning a custom handle out of wood, aluminum, brass, or whatever material is an option. Then, tapping the appropriate thread in the end is all that would need to happen. Maybe an add in the classifieds would seek out someone to do the job.
1) Edwin Jagger makes razors with more sophisticated handles: EJ "Chatsworth" and EJ "Bulbous", that have the same head as the DE89...I think, but don't quote me on that.
They are 4.4 and 4.5 inches in overall lenght...(DE89 is 3.7 inches) but they are a bit expensive.
2) The Muhle R89 GRANDE razor has the same head (again, not 100% sure)...with a 4.2" total length.
3) There is a man in Spain that makes custom handles which should fit the EJ head and are 100mm in length (3.9 inches). UFO Razor Handles

There are many avenues open to you if you like the razor head, but just want a longer handle.
Most are going to be mildly expensive. I've seen handles sell for $30 and above, but some are very expensive (UFO handles, for example). I've used Elite Razors for aftermarket DE handles, and his prices are reasonable, as long as you're not getting a true custom.
One thing: try and figure out if length is the only thing that you are looking for. If you want a heavier handle, that's also something you can get addressed. Messing with the balance of the razor by using a different handle can also be detrimental, sometimes.

The handle on a 38C is 4" long. Someone posted that the DE89 is 3.7" long.
I would say that 3/10" isn't going to satisfy your need for a longer handle. Also, I believe the 38C is more aggressive than the DE89 so you might not like that aspect of it.
Undoubtedly, you are used to the long handle of some of the cartridge razors. I'm happily close to 4 years removed from those things, but as I remember they not only have a long handle but they have a rubber grip. Jaggers are pretty and shiny, but the traction isn't good. It bothers some people, but for others it isn't a problem. I wonder if your real problem is the grip and not the length of handle. Why don't you try wearing a rubber or latex glove, or wrapping one of those rubber pads people use to open hard to open jars around the razor to see if traction is the problem? If length is still a problem and you like the DE89 shaves, then invest in a custom handle.
