NO comb.
Combs are made to be more aggressive and lift the hair. If she is anything like me, I cannot stand stubble on my underarms and shave regularly. With the comb, frequent shaving could mean irritation. I would recommend a comb if she was already a seasoned shaver and likes more aggression.

Armpits/scalp are about the only things i don't shave, but I have 3 open comb DE's and did find one of them to be overly aggressive. The first two, one long-comb, one short can be used interchangeably. The third one (another short comb) is just a little "too hot" and gave me some shin bite recently. I retired it.
I think I'd like a TTO with a comb, but they are more rare and bring more money, but mostly I'm not in "bidding/shopping mode". So my O/C razors are all 3-piece old/new Gillettes.
The antiques tend to be inexpensive enough to try 'em all. Keep what works for you.
I only use SR on face, as I find them hard to keep pivot dry on legs and lose focus with all that real-estate to cover. Would be a blast to have SO to shave. It'll happen. ;)
