Agree on the Macaroot, a great soap and a tub will last a year.
You can buy a good Semoque boar brush for under thirty dollars, that looks good and lathers even better.
Soak in vinegar and warm water for 15 – 20 mins, then shampoo with a good hair shampoo and your good to go.

I wouldn't suggest jumping in with a top of the line brush. Like others said, a good boar can be found for $20 or so. Good badgers can start at $50. Once you know what you like then you can start looking at handmade brushes with specialty handles that cost $200, but I wouldn't start there.
I've never used a Parker razor, but it looks like a good starter.
I got a cheap Parker Badger brush (like it better for bowl lathering than my Omega 049 for face lathering) started with an EJ89 (Worked very well), Parker 22R (Did OK, felt more harsh than the EJ89) and a Parker 24C. LOVE the 24C now! Open comb, but very mild, I get excellent shaves with it, less irritation than the EJ89. Get a big sample pack, too. I found the Gillette 7 OClock yellows and Shark Super Stainless are the 2 best blades for me. Gillette SilverBlues and Feathers and Derby were amongst the worst, felt like I had papercuts all over my neck.
