That highly subject question can result only in subject answers. One could also ask what is the ultimate bottle of wine, the ultimate movie, the ultimate book. The answers will not be anything but subjective.
I would choose the Edwin Jagger "Chatsworth" barley as the ultimate double edge razor for its design, quality and performance. Yet, again, my answer is subjective. Another shaver will most likely choose another razor.

I agree with Obie. Your question calls for a subjective answer. All razors are not created equal, but all faces and beards are not created the same as well.
IMHO the question of what is the ultimate safety razor in terms of design, quality and performance can only be answered by what best suits the individual shaver in terms of delivering a close, comfortable shave for them.
There is no question that the Merkur slant in the standard 37C or long/heavy 39C is the ne plus ultra of those contraptions known as safety razors. :D Suggested to be used with a Feather blade.
The answer will also depend on the blade that you use in the razor. Some people will prefer one blade, and others will prefer another.
Personally, I have a Merkur 34C and I use Gillette blades in it. Works very well for me! :)
My above post on the Slant is tongue in cheek. While it is my personal favorite I also am quite fond of a variety of Gillette old three piece and later TTO razors. Particularly the early super speed, Aristocrat, red tip and some of the British made stuff. It is all personal preference after all is said and done. I can never bring myself to shave with them anymore. The straight shave is too good to waste.
I'm kind of fond of the 60s-70s Superspeeds. I only have 1
left, a NIB 70s SS with black metal handle. Oh, and I opened
the box... ;)

The best shaver? Totally subjective and blade dependent. Best design and looks: 40's Superspeed / Rocket / Aristocrat Jr. for me, because there's nothing superfluous or glitzy, and you can see the quality at glance. I absolutely treasure my AJ - I even use it from time to time!
Quality and price is easy: Pils Nassrasur. Performance? None performs as well as a straight razor, so I am really quite impartial.
