Most of these razors have that characteristic of showing some blade on the sides of the shave head. This is not the cutting edge of the blade, but only its sides. My Edwin Jaggers, Muhle and Merkur 38C show a little blade. My Gillettes, which I no longer have, had that characteristic, too. All except the Feather Stainless steel. The Feather's shave head is a touch longer than the standard razor blade and, therefore, the sides of the blade do not protrude. I like that.
I don't own the Pils, Joris and some of the others, so I can't talk about them.
No, I would not send the razor back, because the replacement is likely to have that characteristic, as well. In your picture, I see the blade protruding the standard amount particular to many razors. It's not a problem shaving, really, because that is not the cutting edge. Still, if you are careless, you might put a scratch on your skin with those edges, especially in the neck area.
Enjoy your razor. Those are quality products.
