I say test shave it, if its a great shave and one you really want to keep for yourself it will be all that better of a gift because you will know how good of a razor it is, either way you got it for him so I guess technically its already his

The guilt you'll feel won't be worth it. My advice to you is to give him the razor, and because it's his birth year makes it more special. You can always find another for yourself, there's millions of them out there! If you do send it to him, he'll probably let you try it out, so at least you can say you shaved with it. All of these razors will be around a lot longer than your Brother, if I was in your shoes, I would send er' away!
To ease the giving problem. People often give a cutting gift with a Coin. That way the receiver has a ready coin to give back to the giver as the exchange.
A knife or blade was seen as a part of a person's livelihood. If you gave it you would be opening up yourself to ill fortune for giving a part of you away. if you sold it you wouldn't.
