I never heard of them.
A quick search on Google revealed quite a few sources. Seems there's a seller on ebay who's quite popular. There were several other storefronts that I've never heard of, prices seemed reasonable though.
BTW, I searched "Voskhod razor blades".
There's a Russian seller on ebay who carries the Voskhod, Rapira and Ladas blades, all of which are excellent. If you search for Rapira you will see his listings. The price is $14.00/100, but the shipping of $7.00 brings the cost up to $21.00/100. That's still less than some of the other premium Russian blades. I've place two orders from this guy and he ships very quickly - the same or next day. My two orders each took about two weeks to arrive.
Also, in 2012, one of the other shave forums called The Shave Den did a group buy of Voskhod. That group buy is closed, but The Shave Den store still has some in stock at $12.00/100, plus whatever they charge for postage.
Older thread, but things have changed dramatically with being able to get these great blades easily at a good price. Yes, there is a very good seller on eBay who has a very reasonable price on them, however, now Amazon stocks them for even less.

These blades are an enigma. They are super smooth to shave with, and don't feel all that sharp on the skin. On first pass you may think to yourself that they are not doing a great job on the beard. But they give you an amazing shave that usually surprises most shaving aficionados. I think it's the "Ultra-Smooth" feel from these blades that leads you to believe you are not getitng a close shave. That's my guess, anyway.
There are many reviews on Youtube where you see the Vlogger is "puzzled" by what exactly about these Russian Voskhod blades makes them so great. It is hard to quantify verbally. You just have to shave with them. The bottom line is, you get a phenominal shave, with no razor burn and (for me) very little to no nicking even on the most agressive setting on my DE razor. That's what's so great. I honestly have to say they are my favorite DE blades, and I use them on my Shavette as well (snapped in half).
YMMV of course, but in all of my DE razors, they give me a superior shave. They are my favorite blade. Other blades are close, but I have to give these Russian gems the top notch.

Maggard's has them at $11.95 for 100. I think they probably sell them by the tuck too.
I got a couple of tucks of Voskhods as part of a sampler pack I purchased from a seller on Amazon. I really like them. I am still going through the blades in the sampler, but my next purchase will either be Feather or Voskhod. I normally shave with a straight and only use the DE for a cleanup pass on difficult areas, so one blade lasts a little longer than it would if I shaved all three passes with a DE.
