I have to agree with what Bob said. I find personally when you have as much water as it can hold without being runny, I seem to get the full slickness a soap can produce

Yea, the lather should stick to the blade yet easily rinse off. That is the hard part of making lather, getting all the water in the lather it will take without getting it so runny it slides off your face or blade too easily. You can practice lathering without shaving to see how you can get there.

I have that problem too from time to time.
I shave xtg of my neck across the centerline and I do that twice. If your razor is sharp enough this shouldn't cause irritation (at least it doesn't for me).
By then it is a matter of touch up and a pass or two atg. If after all that it still isn't smooth don't sweat it. Tomorrow's shave will be better!
Sometimes I'll strop between my last pass and touch up passes.
Also make sure you're using a soap that doesn't cause irritation. For me it's MWF.
