I really don't think you can remove that from most normal platforms that diamond paste would be used on. I'm sure others more knowledgable will chime in.

Replace the stropping service, e.g.: leather, felt, etc.
On balsa surfaces, I have removed it easily provided it was water-based.
Sand it off! :D
Never tried it on leather, etc.
On leather you'll get some off but not all of it with heavy duty cleaner. It embeds itself into the media. You could sand it like wood but you might ruin the surface. Best leave it be.
Sand the surface or skive it (kidding on the second one), stiff plastic brush and then oil it.
Card scraper is also good for getting the majority off.
