I too had problems getting a BSS under the neck, my stubble grows diagonal, what helped me was to have the razor very sharp, I use an artist club, I stretch the skin under the ear then draw the blade from under the ear diagonally across the neck towards the chin. I don't put too much soap on and feel the skin to see if I have missed any I may have to do the pass a couple of time but with very light strokes. It works for me and I was amased how smooth the shave was. Good luck, keep trying after a number of shaves you get to know in which direction your hair grows and how to get the most efficient shave.

Try doing final touchups with just water.
Try this grip for up strokes. Instead of holding the razor by the tang, grip it like this.

On your neck, try making the final pass/touchup without lather, water only. Stretch the dickens out your skin to avoid the adams apple. Works for me, maybe it will for you.
