You should be able to clean only the problematic areas without touching the shank/spine.
You could re-blue it, but I don't think you can match the original. Much easier to polish/sand in a localized manner.

You are correct Sir, shank & spine are in tact, tried that on the blade face in problem areas and it looked like a piss poor wax job on your car. Spotty at best. Call it my current skill set , Fixed the stain an rust issue, then polished to mirror on blade only. Will post pictures and if you are open to it , give a critique with suggestions on how to best manage it . I am lost for ideas at present. I am of the feeling that its not in further decline. Great shaver ,If it aint broke dont fix it, unless you can do better than where your at.
