That is one of these once-in-a-long-time finds. Incredibly beautiful - congratulations!
Just an observation - but the wording on the plaque looks more US to me rather than British. I have a hunch that it would have been more formal if it was a British regiment - using something like Corps instead of men.
I googled spat hooks and came up with very similar images to the one in the set. The long instrument could be a nail file and spike for cleaning underneath the nails.
The knife is very similar in shape to one my Nana had, circa 1900. Her's was also ivory, but in the shape of a woman's leg. She told me it was for "ladies nail grooming", which fits in with the other implements you have there. Congratulations, great find
That's a relatively standard, very deluxe gentleman's travel toiletry kit. I've seen one other exactly like it.
If all my research subscriptions hadn't lapsed while I move, I'd track the owner down. I suspect that WW243 is on the right track.
