Nice find. Those scales look like they may clean up well too.
For old scales like that, I often prefer to rub them down with Neatsfoot oil and then do nothing else with them. As long as they remain functional sometimes its nice to leave them in their beat up state.
Take them off the pins, sand them down, save the dust, mix it with some slow cure epoxy seal the crack, build up the chips and re-sand. I've saved a lot of horn that way
