I hope the pitting at the edge doesn't cause issues. Maybe try setting a bevel before putting too much time into it.

Great idea! Also remember that the steel at the edge may be "rotten". If so, you will have to remove enough steel to get down to good steel underneath. I have done a couple that were so pitted that I had to use a 400 grit stone to speed up the removal process. Then I set the bevel at 1K as usual.
What are the scales made from?
Looks like dark horn with some remains of former gold foil

That's delamination of the horn. It's just a very, very thin layer of horn separated from the rest. You can sand it out pretty easily, or put a small drop of very thin formulation cyanoacrylate glue on it. Capillary action will wick the glue into most of it.
I'd sand it, then re-dye it black.
