Scales are kinda neat.
Scales are salvageable, blade might make a good epoxy stir stick.
Blade could be made into the ultimate shorty.
It can be tough to find info on small scale / local businesses like this. My best suggestion is to start by poking around this site. They've got digitized city directories for Des Moines from 1869-1922.
But looking through the directories will take quite a bit of time. I didn't find their search function particularly effective, so it took me about 15 minutes of fooling around with the 1919 directory to find this:

I guess you can rule out at least one year. The Iowa Barber Supply Co of Des Moines was not in existence in 1919. Your razor probably dates to the early 20th century, so that's where I'd concentrate my efforts if I was doing the search.
