Overextended the budget

Been out of the loop for a while, so I went for this guy with the rationale that since I hadn't been buying lately, I could make up for it. Appears to be IM mark, but I don't know who that might have been. All other stamps that have a cutlass as part of the stamp do not match the initials.

Correct. No pins involved, it is a stepped casting that the scales are glued to along the step.
