I can't help you with the manufacturer, but that is a gorgeous razor for $2.50!
Congrats on a great find and an even better price. You may find that there are more brands out there that many of us are unfamiliar with that those that we are.

Nice! Bone scales and a nice wide blade. Looks to have very little honewear, too. Should clean up beautifully.
That $2.50USD also included a Gillette U.S. Army shaving box, and a
1930's Schick Eversharp Razor with bakelite handle.
Goins' lists the Hope Cutlery Co. Germany as having been in business from 1900-1907. Nice razor! Looks like a 6/8 and has bone scales that will polish up to a high luster.
Discovered this Keen Kutter razor which the winning bid was $4.00.

That Royal Keen Kutter is a fantastic find! Are the scales Bakelite or horn? I have one with horn scales and a lead spacer. They shave beautifully. The W&B is going to require some judicious sanding to find out what is under the apparent rust at the edge. Hopefully the edge is not pitted, If so, the affected metal will need to be honed away to clean steel, in order for it to take and hold a good edge.
